The Performance and Registration Information Systems Management (PRISM) program is a partnership between the Federal Motor Carrier Safety Administration (FMCSA) and the states to identify motor carriers and hold them responsible for the safety of their operations.
There are two components of PRISM- the Commercial Vehicle Registration Process and Enforcement. Virginia already participates in the enforcement component and effective November 5, 2012, implemented the registration component. The Virginia Department of Motor Vehicles notified motor carriers in a notice released in October.
Carriers must obtain a USDOT number from the FMCSA in order to register their vehicle under the International Registration Plan (IRP) and are required to update their information every year with the FMCSA. Failure to do so may delay receiving the IRP credentials.
The Enforcement component is the tracking of carrier safety. If carrier is found to need improvement in safety practices, the carrier enters the Motor Carrier Safety Improvement Process (MCSIP). Failure to improve their safety performance could result in penalties and possible Federal Out-Of-Service-Orders and/or suspension or revocation of vehicle registration.
