Tomorrow is the Deadline For 2014 IFTA, New Mexico Weight Distance, Oregon Weight Receipt & UCR Renewals

Tomorrow, Tuesday, December 31, 2013 is the deadline for 2014 IFTA Renewal, 2014 New Mexico Weight Distance & Oregon Weight Distance Renewals, 2014 UCR Renewals, and Form 2290 for Heavy Vehicle Use Taxes on vehicles first placed on public highways during the month of December and Oregon Weight-Mile returns for December for those required to file monthly returns.

Updated IRP Fee Schedule For Georgia


On August 1, 2013, The Georgia Department of Revenue sent a letter to the International Registration Plan Inc regarding a fee change to add an annual alternative ad valorem tax.  This change is effective January 1, 2014.

The letter reads:
Annual alternative ad valorem tax shall be apportioned on the same basis and in the same manner as the registration fees. This fee change applies to all original, renewal, and supplement applications with a supplement effective date of January 1, 2014 and thereafter.

Oregon Weight-Mile Tax Due For Monthly Filers

First year Oregon Weight-Mile filers are required to file their return on a monthly basis. The deadline to file your November return is next Tuesday, December 31st.

For motor carriers operating commercial vehicles on Oregon public highways, with a gross weight in excess of 26,000 lbs, they are required by the Oregon Department of Transportation to have a Weight Receipts and Tax Identifier, or Receipt. The Oregon Motor Carrier Transportation Division issues these credentials and you are required to file a tax return regardless if you owe any tax or not, meaning you have to file a quarterly return even if no miles were traveled in Oregon. You must cancel your Weight Receipt if you will no longer be operating in Oregon.  

You must report mileage tax on a monthly basis during your first year, after which you may request to pay on a quarterly basis.  While paying on a monthly basis, the report and payment must be postmarked by the postal service by the last day of the month following the reporting period.  For example, your November report must be postmarked no later than December 31st.

If you are reporting on a quarterly basis, your 4th quarter return for October-December will be due February 28th.  The quarterly due dates are as follows:

January – March
May 31
April – June
August 31
July – September
November 30
October – December
February 28

2014 Unified Carrier Registration deadline is December 31, 2013, only days away! Nationwide enforcement for the 2014 UCR begins January 1, 2014.


You are required to maintain 3 years proof of UCR registration, so you will want to make sure you are registered for the last 3 years.


2012 & 2013 UCR are PAST DUE!
States are implementing UCR audit procedures that in some states can be in excess of $1000 for your first offense.

USDOT Biennial Update


On October 2, 2013 the Federal Motor Carrier Safety Administration (FMCSA) sent emails out to carriers encouraging them to update their information.  Under the new Unified Registration System (URS) regulation, carriers are required to update their information every 2 years.  This is required even if no information has changed, interstate operations has ceased since last update or you are no longer in business and have not notified the FMCSA.

If you are registered in a state participating the Performance and Registration Information Systems Management (PRISM) program, you may be exempt from the biennial update requirements, provided that you file all the required information with the appropriate state office.

The compliance date was November 1, 2013 and failure to complete a Biennial Update may result in deactivation of your USDOT number and civil penalties of up to $1,000 per day, not to exceed $10,000.

Your Biennial Update filing date is determined by the last 2 digits of your USDOT number. If the second to last digit is odd, you are required to update every odd year; if it is even you are required to update every even year.  The last digit determines the month according to table below:

How To Obtain Broker Authority

A company that arranges for the truck transportation of cargo belonging to others, utilizing for-hire carriers to provide the actual truck transportation, but does not assume responsibility for the cargo and does not take possession of the cargo is considered a broker and is required to obtain Broker Authority.


Brokers must register with FMCSA by filing a Form OP-1, Application for Motor Property Carrier and Broker Authority.  The broker must also file a bond or trust fund agreement in the amount of $75,000 and a BOC-3 Form, Designation of Process Agent.


The processing time takes approximately 4-6 weeks, depending on how quickly the BOC-3 Form & surety bond/trust fund are filed with the FMCSA.

Get Your Temporary Fuel or Trip Permit With TSNA

Temporary Trip Permits are required when traveling into a state in which a vehicle is not authorized to operate due to IRP registration limitations or intrastate authority. The trip permit is a temporary permit issued in lieu of IRP credentials for properly registered vehicles.


Temporary Fuel Permits are required when traveling into or through a state in which a carrier is not permitted to operate due to lack of IFTA decals and licenses. Carriers must secure a temporary fuel permit prior to entering a jurisdiction for which they are not properly permitted.
