2nd Quarter Oregon Weight-Mile Tax Due August 31st


For motor carriers operating commercial vehicles on Oregon public highways, with a gross weight in excess of 26,000 lbs, they are required by the Oregon Department of Transportation to have a Weight Receipts and Tax Identifier, or Receipt. The Oregon Motor Carrier Transportation Division issues these credentials and you are required to file a tax return regardless if you owe any tax or not.

You must cancel your Weight Receipt if you will no longer be operating in Oregon.  

You must report mileage tax on a monthly basis during your first year, after which you may request to pay on a quarterly basis.  While paying on a monthly basis, the report and payment must be postmarked by the postal service by the last day of the month following the reporting period.  For example, your July report must be postmarked no later than August 31st.

If you are reporting on a quarterly basis, your 2nd quarter return for April - June is due August 31st.  The quarterly due dates are as follows:

January – March
May 31
April – June
August 31
July – September
November 30
October – December
February 28

  • Also called Apportioned Registration, a registration reciprocity agreement among the 48 contiguous states of the United States, the District of Columbia and provinces of Canada providing for payment of apportionable fees on the basis of total distance operated in all jurisdictions.
Federal Employer Identification Number (EIN)
  • Also known as a Federal Tax Identification Number, a unique 9 digit number assigned by the Internal Revenue Service and is used to identify a business entity.

Reminder: Form 2290 Deadline In One Week for Vehicles First Used in July

Not only does August 31st mark the regular deadline for the 2013-2014 Heavy Vehicle Use Tax year, but if you first placed your vehicle on the road anytime during the month of July, the deadline to file your Form 2290 is August 31st, one week away. Since August 31st falls on a Saturday this year and IRS will be closed Monday, September 2nd for Labor Day, the deadline is Tuesday, September 3rd.

A Vehicle is considered to be a taxable vehicle if it was operating on public roads between the tax periods of July through June. A vehicle is also considered to be taxable if it has a taxable gross weight of at least 55,000 pounds and travels at least 5,000 miles during the tax period (7,500 miles if used for agriculture).

Temporary Fuel and Temporary Trip Permits


Temporary Trip Permits are required when traveling into a state in which a vehicle is not authorized to operate due to IRP registration limitations or intrastate authority. The trip permit is a temporary permit issued in lieu of IRP credentials for properly registered vehicles.

Temporary Fuel Permits are required when traveling into or through a state in which a carrier is not permitted to operate due to lack of IFTA decals and licenses. Carriers must secure a temporary fuel permit prior to entering a jurisdiction for which they are not properly permitted.

USDOT Numbers

The USDOT Number serves as a unique identifier when collecting and monitoring a company's safety information acquired during audits, compliance reviews, crash investigations, and inspections.

Companies that operate commercial vehicles in interstate commerce must be registered with the FMCSA and must have a USDOT Number. Also, commercial intrastate hazardous materials carriers who haul quantities requiring a safety permit must register for a USDOT Number. Interstate commerce is trade, traffic, or transportation involving the crossing of a State boundary. Intrastate commerce is trade, traffic, or transportation within a single State.

The following states require a DOT Number, even for intrastate and non-motor carrier registrants: Alabama, Alaska, Arizona, Colorado, Connecticut, Florida, Georgia, Indiana, Iowa, Kansas, Kentucky, Maine, Maryland, Michigan, Minnesota, Missouri, Montana, New York, Nebraska, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, Tennessee, Texas, Utah, Washington, West Virginia, Wisconsin, and Wyoming.

New Mexico Weight Distance Tax

For motor carriers operating commercial vehicles on New Mexico public highways, with a gross weight in excess of 26,000 lbs, they are required to have a Weight Distance Tax Permit for each vehicle.


You must file the weight-distance tax (WDT) on quarterly basis.  You are required to file a tax return regardless if you owe any tax or not. New Mexico weight-distance tax returns are filed through MVD online services.


The quarterly due dates are as follows:

January – March
April 30
April – June
July 31
July – September
October 31
October – December
January 31

Kentucky Use Tax


KYU is the Kentucky Highway Use License and all commercial motor vehicles (except buses) with a gross weight of 60,000 lbs and over traveling into or through Kentucky must have one. New qualifying vehicles must be listed with Kentucky prior to the vehicle entering the state. Temporary permits are also available.

Carriers with an active KYU Number are then required to file a quarterly return and pay mileage taxes to Kentucky. The reporting quarters and deadlines are the same as IFTA:

January – March
April 30
April – June
July 31
July – September
October 31
October – December
January 31

New York Highway Use Tax


NY HUT is the New York Highway Use Tax, the tax that is imposed on carriers operating certain commercial motor vehicles that weigh 18,000 lbs or greater in New York. The fee for each registration is $15 and as of January 1, 2013, decals are now required to be displayed.  The decal fee is $4.

Once a NYHUT account has been established, carriers must file and pay mileage tax on a quarterly basis. The reporting quarters and deadlines are the same as IFTA:


January – March
April 30
April – June
July 31
July – September
October 31
October – December
January 31
