Today is the Deadline For 4th Quarter Returns & Form 2290



Today, January 31, 2014 is the deadline for 4th Quarter IFTA, KYU, NY HUT, and New Mexico Weight Distance returns as well as Form 2290 for Heavy Vehicle Use Taxes on vehicles first placed on public highways during the month of December.

Tomorrow is the Deadline For 4th Quarter Fuel Tax Returns & Form 2290

Tomorrow, Friday, January 31, 2014 is the deadline for 4th Quarter IFTA, KYU, NY HUT and New Mexico Weight Distance returns as well as Form 2290 for Heavy Vehicle Use Taxes on vehicles first placed on public highways during the month of December and Oregon Weight-Mile returns for December for those required to file monthly returns.

Last Minute IFTA Filing Tips


A Quarterly IFTA tax return must be filed even if the licensee does not operate or purchase any taxable fuel in an IFTA member jurisdiction during the specific quarter. You will need to separate your mileage and fuel records for each fuel type. If you operate in New York, Kentucky, New Mexico, or Oregon you will also need to file a Weight Distance Tax Return, in each state.


What you need:
  1. Mileage log-whether you use manual trip sheets, GPS, or electronic trip sheets; it is not only necessary to have in order to file your quarterly IFTA, but you will need these if you are ever audited.
  2. Fuel Receipts-you will need to know how many gallons of fuel were purchased in each state.

Options to prepare and file your return:
  1. Doing it yourself, you can calculate your own return by hand and mail or e-file the return. To find out the current tax rate for each state go to www.iftach.org.
  2. Using a software program that will calculate your return for you, like ExpressIFTA.com, which will reduce the chances of miscalculations.
  3. Using Truck Services of North America and let them take care of preparing and filing the return for you.

Deadlines Coming For CDL Self-Certification & CARB Filing

The FMCSA announced an extension of the requirement for interstate commercial drivers to carry paper copies of their medical certifications with them while operating a commercial motor vehicle until January 30, 2015.
However, they did NOT extend the deadline to self-certify their status with their State Driver License Agency (SDLA).  That deadline remains January 30, 2014. The FMCSA website has the following FAQ’s to help you meet the new Federal medical certification requirements. The process to self-certify varies from state to state. The American Association of Motor Vehicle Administrators have State-By-State instructions for submitting medical certificates.
The California Air Resources Board (CARB or Board) passed regulation requiring nearly all trucks and buses with a gross vehicle weight rating of over 14,000 lbs, operating in California must take steps to reduce their engine emissions. Trucks and buses who are over the 26,000 lb gross vehicle rating with engine years 1996 or newer were required to have a PM filter by January 1, 2014.

4th Quarter KYU Tax Return Deadline Approaching

KYU is the Kentucky Highway Use License and all commercial motor vehicles (except buses) with a gross weight of 60,000 lbs and over traveling into or through Kentucky must have one. New qualifying vehicles must be listed with Kentucky prior to the vehicle entering the state. Temporary permits are also available.

Carriers with an active KYU Number are then required to file a quarterly return and pay mileage taxes to Kentucky. The reporting quarters and deadlines are the same as IFTA:

January – March
April 30
April – June
July 31
July – September
October 31
October – December
January 31

The 2013 4th KYU Quarter Tax Return is due January 31, 2014.

4th Quarter IFTA & Highway Use Tax Returns Due In One Week


The 4th Quarter IFTA, KYU, NY HUT & New Mexico Weight Distance filing period January 31st deadline is only one week away. Note that a Quarterly Tax Return must be filed even if the licensee does not operate or purchase any taxable fuel in an IFTA member jurisdiction during the specific quarter.  If you hold a license or permit a return must be filed each and every quarter, regardless if you operated or not.  

Failure to to file your return could result in applicable penalties and interest.  With IFTA, when a licensee fails to file a return, files a late return, or fails to remit any or all tax due, the licensee is subject to penalty and interest. The penalty is the greater of $50.00 or .4167% of the net tax due to all member jurisdictions. Interest is computed on all delinquent taxes due each jurisdiction at a rate of 1% per month. The Department will assess interest for a full month.

If a licensee does not operate or purchase taxable fuel, simply enter “0” when filing the return.  Many states offer electronic IFTA filing, to find out if your state offers IFTA E-Filing, click here.

International Registration Plan (IRP)

What is IRP?
IRP is the International Registration Plan that is an agreement for the registration of commercial motor vehicles involved in interjurisdictional travel throughout the 48 contiguous United States and 10 provinces in Canada.


Benefits of IRP?
IRP facilitates the collection and distribution of registration fees you pay between member jurisdictions while reducing the requirement of multiple license plates, cab cards or registration trip permits The fees are based on percentage of total distance the registered fleet of vehicles operated in each jurisdiction.

What are the IRP fees used for?
The fees are used to support highway infrastructure and safety related programs providing safer, more efficient highways.

Jurisdiction Responsibilities
  • Register apportioned vehicles
  • Calculate, collect and distribute fees
  • Audit carriers
  • Provide required information to carriers
  • Enforce requirements

Registrant Responsibilities
  • Applying for IRP registration
  • Provide proper documentation
  • Pay IRP registration fees
  • Display registration credentials
  • Maintain accurate distance records
  • Make records available for review

Importance of maintaining accurate records
Clear and accurate record keeping is critical to the fair assesment and distribution of IRP registration fees. Records must be maintained for 3 years after the close of the registration period. If requested for an audit, they must be made available.

4th Quarter NY HUT Return Deadline Coming

NY HUT is the New York Highway Use Tax, the tax that is imposed on carriers operating certain commercial motor vehicles that weigh 18,000 lbs or greater in New York. The fee for each registration is $15 and as of January 1, 2013, decals are now required to be displayed.  The decal fee is $4.

Once an NYHUT account has been established, carriers must file and pay mileage tax on a quarterly basis. The reporting quarters and deadlines are the same as IFTA:


January – March
April 30
April – June
July 31
July – September
October 31
October – December
January 31

The 2013 4th Quarter Highway Use Tax Return is due January 31, 2014.
