What is Form 2290 and Who Needs to File?


IRS Form 2290 is used annually to file Heavy Vehicle Use Tax, or HVUT. You must file Form 2290 and get a stamped copy of your Schedule 1 if a taxable highway motor vehicle is registered, or required to be registered in your name under state, District of Columbia, Canadian, or Mexican law at the time of its first use during the tax period, and if the vehicle will travel over 5,000 miles during the tax year. The tax year begins on July 1, 2015 and runs through June 30, 2016.

Get Ready for CVSA Roadcheck 2015



That dreaded time of the year for truckers is fast approaching, and no I’m not talking about tax season. Well, not yet anyway. The dates for the 28th annual International Roadcheck have officially been set, and the 72-hour roadcheck sponsored by the Commercial Vehicle Safety Alliance (CVSA) will begin on June 2, 2015, and run through June 4, 2015.

Though it may seem like a hassle, the International Roadcheck is actually a huge benefit to truckers and civilians alike. And as long as you’re prepared, you should be able to pass without a hitch–which is why TSNAmerica is here to make sure you have all of the information you need to make it through Roadcheck 2015 with ease.


What is the International Roadcheck?


Over the years, the program has helped educate both the trucking industry and the general public about the importance of safe commercial vehicle operations. The inspections will be done by over 10,000 CVSA-certified local, state, provincial, and territorial inspectors in jurisdictions across the United States, Mexico, and Canada. Every minute during this year’s roadcheck, an estimated 17 trucks and buses will be inspected, so be sure to prepare so that your truck isn’t one of the nearly 19 percent of trucks put out of service every year.

Driver Requirements:


The inspectors will be administering the North American standard Level I inspection, which is an incredibly thorough 37-step inspection that takes roughly an hour to complete. During the inspection, drivers will be tested for seatbelt usage as well as for the use of drugs or alcohol during vehicle operation. Drivers will also be required to provide their:

  • Driver’s License
  • Endorsements
  • Hours-of-Service Documentation
  • Medical Examiner’s Certificate
  • Skill Performance Evaluation (If Applicable)

Vehicle Requirements:

The truck itself will also be checked, which will include inspection of the vehicle’s:

  • Braking System, Coupling Devices, Exhaust System, Frame, Fuel System, Lights, Safe Loading Ability, Steering Mechanism, Drive Line, Suspension, Tires, Van and Open-Top Trailer Bodies, Wheels & Rims, Windshield Wipers

Point of Emphasis for 2015


Every year, the CVSA selects a special category of violations for both inspectors and drivers to focus on, and this year the emphasis is being placed on cargo securement. The reason is because CVSA has deemed that proper cargo securement in carrier vehicles is a matter of public safety.

Here are some ways to be sure you are adequately prepared to have your cargo securement inspected:

  • After traveling the first several miles of the trip, be sure to stop and re-check the tie downs and all other load security equipment. This is actually a legal requirement for all truck drivers carrying loads of any type. 
  • Brace and block the cargo being carried as cargo can often slide during transport even if secured properly. Oftentimes an extra block or brace is all that is needed to keep the cargo from shifting too much during shipment. 
  • Inspect tie downs for wear or damage before use. Often the reason for cargo moving during transport is because the tie downs meant to keep it in place are worn and therefore break. Proper inspection before use can prevent this from ever becoming an issue during transport. 

Why Should I Prepare for Roadcheck 2015?


Overall, the International Roadcheck has been wildly successful since its inception in 1988. The program has seen over 1.4 million vehicles inspected in its 27 years of operation, and those inspections have saved an estimated 318 lives and prevented 5,840 accidents.

Not to mention that on average, having your truck put out of service by an inspector will cost you $861, and that doesn’t even include the cost of fines or repairs as a result of the inspection. So in addition to potentially saving lives, save yourself some time and money by making sure you have all the proper documentation, and have taken all the proper precautionary measures to ensure that you pass inspection.

HazMat Certificate Registration Period Now Open



Along with the hustle and bustle of HVUT renewal season comes the registration deadline for vehicles transporting hazardous materials. Just like filing your 2290, it’s not wise to wait until the last minute to register, or you could subject yourself to late penalties and fines.

The HazMat Certificate registration period for the upcoming year began May 1, 2015, and runs until June 30, 2015.

For those unfamiliar with the registration process or that need a slight refresher, we have highlighted everything you need to know about applying for a Hazmat Certificate of Registration.


Why Do I Need to Register?



The Pipeline and Hazardous Materials Safety Administration requires anyone that offers transportation of shipments containing hazardous materials, including hazardous waste, to file a registration statement with the Department of Transportation in addition to paying an annual fee. This is required for the transport of any hazardous material requiring a US DOT placard, which includes oil, petroleum, and propane.

Registration for the upcoming year is due by June 30th, but please note that partial years are still required to pay the entire filing fee. Therefore, if you already registered in May, your registration will need to be renewed again before July 1st.


How to Register


Registration to transport hazardous materials can be applied for online through the PHMSA website or by mail. The fees for registration vary as small businesses and nonprofit organizations get significantly lower rates than large businesses.

Several different categories of hazardous materials have been created by PHMSA, and each requires a different certificate and a unique placard displayed on the vehicle.

Recordkeeping Requirements



After obtaining the proper registration, it is necessary to follow PHMSA regulations, which require that registration be kept on file at a company’s place of business for three years and available for inspection.

Moreover, every truck or tractor used in the transportation of hazardous materials is required to keep a copy of the current registration on board. Truckers are also given the option to instead keep a document with the current year’s registration number.


Penalties



Penalties can be levied on those that fail to register or to comply with recordkeeping requirements by either the local, state, or federal government. If a roadside inspection or DOT audit shows that a truck is not properly registered, the owner of the truck can:

  • Be fined up to $32,000 per day of violation. 
  • Lose their interstate or intrastate operating authority.

IFTA Late Filing Penalties: Get Your Account Back in Good Standing!



The April 30th filing deadline has officially passed!

Late IFTA Filing Penalties


You must file your return AND pay all of the taxes due by the deadline date, or your return is considered late and subject to these penalties:

  • You must pay the greater of $50 or 10% of the net tax due to all member jurisdictions.
  • Additionally, interest accrues on the tax you owe at a rate of 1% per month.
  • Your jurisdiction will assess interest on a monthly basis, so even if you’re only 1 or 2 days late, the full 1% interest will be applied. It is not prorated.

Have trouble remembering your next scheduled maintenance? Add it to RigMinders! Are you a habitual late bill payer? Add your bill due dates!

If it’s an important, time-sensitive task, add it to your RigMinders to ensure you’ll get the job done.







4. Reminder Preferences

RigMinders not only allows you to customize your reminders, but also the reminder type and frequency.

At the bottom of your screen, you’ll see a black box prompting you to change your reminder preferences. Click there to be taken to this screen.

Here you can choose whether you’d like to be reminded of your deadlines the week before, day before, or day of the due date (or all 3). You can also choose how you’d like to be reminded, either by email or push notification. Press save, and you’re finished!







5. Editing Your RigMinders

After saving your preferences, you’ll be shown a summary screen with all of your deadline selections and preferences.

If something is missing or you’d like to make a change, simply press the pencil icon to be taken to that section where you can change your selections.

1st Quarter IFTA Filing Period Now Open: Get Ready for April 30th


It’s the circle of life.

One thing ends, and another begins. As the first IFTA quarter has closed, now the filing period opens and the second quarter begins!

Luckily, your friends at TSNAmerica can help you with both! We have IFTA Filing services at a range of price points to suite everyone’s needs. Plus we can help ensure that you start off the 2nd quarter on the right foot!

Were your recordkeeping practices in Quarter 1 lax at best? Give us a call, and we’ll be happy to walk you through best practices for IFTA recordkeeping. 

Here are a few highlights to keep in mind as we move into Quarter 2:

1. Record your mileage per jurisdiction and fuel purchases–every single day. It’s much easier to spend just 3 minutes a day on Trip Sheets instead of hours or days at the end of the quarter.

2. Use a program like TruckLogics to record your trip details. You can then print and mail these to us, and we’ll use them to calculate your tax and prepare your return.

3. Keeping up with records also reduces errors, and therefore, reduces your risk of an IFTA audit.

4. IFTA records must be retained for at least 4 years after the filing date. Store them in your base jurisdiction so that they’re readily available in the event of an IFTA audit.


Now for the tricky part– upcoming deadlines!


  • 1st Quarter IFTA returns are due by Thursday, April 30th! TSNAmerica can prepare your return for you based on your trip sheets AND file it directly with your base jurisdiction. While we do our best to accommodate last-minute filing emergencies, we file on a first-come, first-served basis, so don’t wait until the 29th to get in contact with us!

Know No Bounds: Keep Truckin' with Temporary Trip & Fuel Permits from TSNAmerica


Just when you think you have it all together, you get a call about a load that requires you to travel through a jurisdiction you’re not licensed to travel in.  

You shouldn't have to turn down a load for a lack of credentials! But you shouldn't have to register for IRP or IFTA just for a one-time occurrence either–which is exactly why temporary permits exist!

At TSNAmerica, we can not only obtain temporary trip and fuel permits, but can also obtain a myriad of other permits for your business. See everything we have to offer, and if there’s something you need, send us a Service Request Form, and we’ll get on it ASAP.


Temporary Permits


  • Temporary Trip Permit: Need to travel interstate, but don’t have IRP credentials? Then a temporary trip permit is for you! Trip permits are issued in lieu of IRP registration, and in some cases, in place of intrastate authority or state use tax credentials, such as NYHUT.

    While trip permits are a great solution for sporadic interstate travel, they are not an economical solution in the long term. If you think you’ll need permits more than 2-3 times a year, it may be better to register under IRP or the state tax license required for the jurisdictions you’re traveling in.

    Trip permits must be obtained prior to entering the jurisdiction, and since processing costs and times vary by state, it’s best to inquire as soon as you know you’ll need one.

  • Temporary Fuel Permit: Fuel permits are issued in place of registration with IFTA, the International Fuel Tax Agreement. Like Trip Permits, they must be obtained before travelling into the jurisdiction you are not licensed to operate in. 

  • Hunter’s Permit: Also known as an Unladen Permit, Hunter’s Permits are issued to leased owner-operator’s whose lease with their carrier has been terminated, forcing them to return their IRP plates & decals.

    To allow the O-O to travel interstate in search of work, this permit takes the place of IRP registration. However, the permit can only be issued to cover the unladen weight of the vehicle/trailer, so no loads can be carried under this permit. 

Seasonal Permits


  • Harvest Permit: Harvest permits are issued during harvest season to those carrying products in their natural state (which are heavier). This allows you to temporarily increase the Gross Vehicle Weight without registering at this higher weight permanently.

HazMat Permits


  • HM Safety Permit: A Hazardous Materials Safety Permit is issued to those carrying what the FMCSA considers to be dangerous or toxic substances. This includes radioactive, toxic, or combustible materials. Carriers of this permit must renew biennially according to the last 2 digits of their DOT number.

  • PHMSA Permit: This permit, known as a HazMat Certificate of Registration, is also required for those transporting specific types and quantities of hazardous materials. The kind of permit issued will vary based on the category of material, and it must be filed annually. Like the HVUT tax year, the registration year for PHMSA runs from July 1st- June 30th of the following year. Registrants who enter mid-year are still required to pay the full year’s registration fee.

IRP Renewal Deadline March 31st: Know Your Responsibilities


With IRP renewal deadlines for several states coming up on the 31st, now is the perfect time to brush up on your IRP knowledge.

I.R. What?


For any newbies out there, the International Registration Plan is an agreement among the 48 contiguous states and 10 provinces of Canada for the registration of commercial motor vehicles traveling between jurisdictions. 

Each jurisdiction agrees to collect and distribute registration fees to the other jurisdictions based on your mileage in each. The more you drive in a jurisdiction, the bigger piece of your pie they get.

IRP simplifies your life by eliminating the need to have a different license plate or cab card for each state and province you operate in. Instead, your base jurisdiction furnishes you with one set of credentials to display (this varies by state), and you only need to renew and pay fees to that one base. Much easier!


What Must I Do?


  • Renew your IRP registration each year, pay your registration fees, and display your new credentials appropriately. 
  • Maintain jurisdiction-specific distance records, and make these available in your base jurisdiction in the event of an IRP Audit. Also, be sure to retain these records for at least 3 years after the close of the period. 


Is It Time for Me to Renew?


  • Illinois IRP: 03/31 is the renewal due date for all IL IRP registrants. You may submit this renewal online, or you can have TSNAmerica file for you!
  • AZ, MO, MT, UT: Some registrants in these states must renew by 03/31. Since the renewal deadlines are staggered throughout the year, check with your base state to see if it’s your turn.
