New Web-Based IRP System Coming In Oklahoma

On December 2, 2013 Oklahoma will launch a new web-based IRP system, that will issue 8½” X 11” paper credentials that will include PRISM compliant bar codes and QR codes. The QR code can be scanned by any smart device for verification of the credentials. An enforcement verification link to the Oklahoma Corporation Commission will also be included on the credentials.  

The link is https://apps.occeweb.com/IRPExternal/ and the user will enter the Enforcement Control Number or the last 5 digits of the Vehicle Identification Number (VIN) to verifiy the credentials are valid.  This service will be available 24/7.

On November 6, 2013, a notice from the Oklahoma Corporation Commission was sent to the International Registration Plan, Inc along with examples of the new credentials.

A vehicle is also considered to be taxable if it has a taxable gross weight of at least 55,000 pounds and travels at least 5,000 miles during the tax period (7,500 miles if used for agriculture).

Form 2290 Deadline for Vehicles First Used in November 2012


If you first placed your vehicle on the road anytime during the month of November, you must file your Form 2290 by December 31, 2012. If a vehicle was used during any part of a month, the tax will be calculated for that month as a whole. For example, if a vehicle was used on November 20th, it will be taxed as though it was used the entire month.  

The tax will be prorated based on the number of months the vehicle will have been used during the tax year. So vehicles that were placed in service during the month of November will need to file HVUT using the Form 2290 by December 31st, and the tax will be based on 8 months, instead of the full year.

While the deadline is the last day of the following month, you may need to file your Form 2290 before the deadline in order to get or renew your IRP plates.  Many states require a stamped Schedule 1 as proof that your 2290 was filed before they will issue or renew your plates.

File Form 2290 for Heavy Vehicles First Used in August 2012

Although the HVUT, or the Heavy Vehicle Use Tax is imposed annually, it is also mandatory for vehicles to file the IRS Form 2290 after the first use month. The typical tax year for heavy vehicles begins on July 1 and ends on June 30. For vehicles that are first used during the tax year, a prorated tax must be paid for the months that the vehicle was in use.

When a new vehicle is placed in service, the Form 2290 must be filed by the last day of the following month. The tax will be prorated based on the number of months the vehicle will have been used during the tax year. If a vehicle was used during any part of a month, the tax will be calculated for that month as a whole. For example, if a vehicle was used on September 28th, it will be taxed as though it was used the entire month. IRS extended E-File Deadline for Form 2290

If you missed the Form 2290 deadline on Friday, August 31, 2012, there's no need to panic because the IRS extended the E-Filing deadline until Friday, September 7, 2012 due to their planned maintenance over the Labor Day weekend.

That means you can still file on time as long as you E-File (the paper return deadline was NOT extended).  If you intended on paper filing but missed the deadline, you will need to E-File instead to avoid possible IRS penalties.

Don’t know how to E-File or can’t get to computer?
